Can I file a civil suit for sexual assault if I did not pursue a criminal case?

As a survivor of sexual assault, you have the absolute right to file a civil lawsuit against the perpetrator and any other organizations that may have allowed your assault to happen, like a school, a former employer, or a building owner. That is true even if you did not pursue the criminal action, if you didn't want to appear as a witness in criminal court, or if you didn't even file a police report. What happened or did not happen in the criminal case does not affect your right to bring a civil lawsuit.
